former Governor-General T'sen Ch'un-hauan, but that ex-official, who arrived on July 29th, with the express object of winning over Kuanghai to the rebels, failed after alternate flattery and threats to produce the slightest impression on Lun Chi-kuang, who moved dow river from Wuchow on the 31st., issuing in advance proclama - -tions which offered a reward of $60,000 for the assassination of
Ch'en.
During the fortnight succeeding his declara-
-tion of independence Ch'en, not knowing whom to trust, discovered
that he could no longer rely on the loyalty of his troops. On August 3rd. a Presidential Mandate appointed Lung to the office of
Tu Tu and Civil Governor of Kuangtung with the military rank of
Field Marshal. On the evening of the same day three officere of Lu
Chan, who approached Chen Chiung-ming with a petition to rescind
his declaration of independence, were promptly taken out and shot.
Next morning the lat. and 2nd. Divisions and the 5th. Brigade
revolted and marched into the City to dislodge Ch'en.

He has since proceeded by German Mail steamer to Singapore. The Commissioners of the various Government Departments, with the excep-
-tion of the Commissioner of Police, decamped at the same time.
In the absence of the commander of the 1st.. Division, who had disappeared, the General Officer Commanding the 2nd. Division, Su Chen Chu, interviewed the leading members of the Chamber of Commerce and reported that the city was in the hands of the Lu Chun and that Ch'en Chiung-ming had fled. The Chamber at once informed him that he must act as Tu Tu pending instructions frq
